Just make sure you draw only in the black area... don't draw on any of the checkerboard area... if you do, they will be cropped, so make a note of that... also, any modifications you make to the 15 pixel margin area you get to work with won't count either, so make sure you just draw in the black area and don't modify anything else. (I like using erase to history on the edges just to make sure I didn't modify it.)

that looks like a color correction/profile error to me..
changing your png's brightness by -25 per cent makes it blend _MUCH_ better...
( just tried it with your tile )
try disabling color profiles in your image editor.
also view your image in an external viewer, after saving it, comparing the image borders to the original "draw here" image you received from tiles.ice.org, just to see that they are, indeed, the same brightness..

I do a black square on a new layer and then preserve transparency to draw my tiles, so overlap shouldn't be the issue. I also upload the tiles as jpg .... could that be the problem? I'm seeing a consistent lighter coloring pattern for each of my tiles on the browser (but not in photoshop)...

yep then it is color correction problem....
rather save your images as png's as well i'd say..
if you cant disable the color correction scheme you use in photoshop (i presume)
then just decrease your image's brightness by 25% before saving ...
try that ...

I've checked it out... the problem is in the color differences between the jpg and png versions... the jpg is lighter for some reason. I've been using jpg and saving/uploading also as jpg for all my tiles.
I just tried one as entirely png (saved and then uploaded as)... I hope this makes a difference :>
