How do you explain this:
why are the back paws of the dog so much shorter than the front ones... And why is one of the angel's arms twisted and shorter than the other one?

Paws: the dog is standing up on the guy's (virtual shoulder and) elbow, so there's some perspective fakery going on.
Arms: The left arm is being twisted behind his back by the dog, who's trying to intimidate the angel's lunch money out of him. Bad dog. No biscuit.
The angel is twisted in an attitude of subjugation, symbolizing the god/dog struggle of materialism vs. spiritualism in the modern world. And, yes, as BlackTerror said, it's just a cartoon. :)
